Assessing the relative importance of strategies for enhancing transportation bio-diesel production and distribution in South Korea

In October 2022, the Ministry of Trade, Industry, and Energy of South Korea unveiled the "Eco-friendly Biofuel Supply
Plan," signaling a commitment to advancing biofuel utilization. The plan targets an increase in the Renewable Fuel Standard, the mandatory blending ratio of renewable bio-diesel for transportation fuel, from 5% to 8% by 2030. Although greenhouse gas emissions in the domestic transportation sector have steadily declined since 2016, as of 2020, the road sector still contributed to about 96% of total emissions. South Korea initiated the RFS mandate in 2015; however, progress has been slow. The recent objectives emphasize the urgency of comprehensive enhancements and targeted efforts to attain this goal. This study endeavors to explore supply chain-related factors requiring improvement for expansion of transportation bio-diesel production and distribution in South Korea. The Analytic Hierarchy Process is employed to assign weights to various factors, identifying "raw material acquisition and development factors" as the most significant criterion, with a weight of 49.2%. Among sub-criteria, "commercialization factors of next-generation raw materials" is of substantial relative importance at 22.8%. These analysis results will inform future energy policy, particularly implementation of the RFS of an 8% mandatory blending ratio.
