Analysis of prior actions of policy-based lending for green transition : The case of world bank’s development policy financing

This study aims to derive implications for designing policy-based lending that lead to the green transition of developing
countries. To do this, it analyzes the status of policy actions of the World Bank’s Development Policy Financing (DPF) which has been used as a lending tool for policy reformation. Most DPF projects were found to utilize weak innovation means that modify or supplement existing policies and systems, rather than promoting fundamental changes in social structure or technological innovation. This study recommends policy actions that promote technological innovation and societal restructuring to facilitate transitional changes, as presented by the ICAT (Table 3). In particular, considering the critical role of technology in green transition (e.g. Geels, 2005; Markard and Truffer, 2008), policy actions should be designed to create a technological innovation ecosystem, such as technical standards and guidelines, research and developmet investment, and training.
